I agree with Mustangbee. Pick ONE method....pee pads, outside whatever works for you. It's confusing to offer too many places when they're little. If you are home during the day, take them outside every hour, and say "your phase". I must've said go potty a bzillion times those first few weeks. Eventually they become able to hold it for longer periods. We had very, very few accidents inside. Also if you're going outside let me stress if your home has multiple doors outside, use the SAME door when you take them out. My first indication that Trace "got it" was him going to that door by himself.
I did not try pee pads because I did not want to teach him to go inside but that's only my opinion and it works well for others.
