That was my Mums first experience at animal control, and she said it's her last. She was completely disgusted by the fact that they sell these dogs to just anyone. No vet references needed, no fenced yard...nothing. And many of the animals aren't fixed, so you can just go buy an unaltered dog cheap ($50 -$150) and breed it to your hearts content.
