Default Spot on Yorkie's Tail - Maybe a hot spot?

Thursday I took my baby to the groomer to get trimmed up. I had her cut him pretty short since we have him outside a lot with us in the evenings and weekends and it's getting quite hot! Thursday evening, my husband noticed that he was licking his tail non-stop. We got to looking and on the tip of his tail, all the hair was gone and there was a red bump at the end that looked like a blister sort of. I have heard of hot spots before but never experienced with any of my pets. He keeps licking constantly. I have tried to help him keep his mind off of it by playing and giving him a bone but once I step away he's licking again. Wasn't able to get him into the vet yet due to holiday. Could this have possibly be caused by the groomer? Maybe she nicked him and he's messed with it to much it has caused this spot?
Any advice would be greatly appreciated!!
