I don't think steroids work right away but he should be getting better in a day or two now. And anytime you think your dog is maybe having a reaction, I'd probably go ahead and bathe him as soon as the frequent scratching starts rather than wait a day or so, though he might have already attained a max blood level by then anyway. Still, the local application might still be assimilating in further if the medication is left on.

I swear I'd rather hurt badly than itch badly as pain is far easier to treat than a severe case of itching and both make the victim miserable and stressed out. I pray he's getting some relief by today or tomorrow.
