Teddy is shy about pooping, but he has learned to deal.
I would limit the number of pads to 1 or 2. Having too many targets is confusing.
Tether her or limit her freedom to a smallish area with the pad. When she does her business on it, praise her like she performed the best trick ever and give her a reward.
