Why don't you try placing a few used pee pads plus some fresh ones outside and see if he will use one set or the other? Be prepared to be patient - like waiting for an hour or longer more than a few times UNTIL he gets the idea that this is exactly what you want - him to pee - wherever he goes - on the pads or on the grass, when he immediately gets wonderful smiles and praise and a wonderful, luscious treat when he pees on the pad.
