That's nice you can agree that we can disagree. I've never been bitten by a dog, thankfully. If I was I would expect the same things to be done whether its a chi or a gsd. A bite is a bite. A yorkie can bite repeatedly and cause some of the same damage it takes a Rottweiler to do in one. True the neighbor(s) said they didn't see any aggression in the dog. But what they consider friendly dog body language the carrier could have perceived as threatening. We don't know because we weren't there ourselves. What it really comes down to is if the owners were keeping an eye on their pet (and did perimeter checks as another poster stated) the whole situation could have been avoided.
