If it were my dog I would share the responsibility. I have a 60# english bulldog and a 2# yorkie. My bully is super friendly but becomes overexcited when she meets new people. I can understand how someone would mistake her friendliness for being an attack if they're already scared of dogs and considering she has her mouth open in a perpetual grin and all one can see is her teeth

Also, my 2# yorkie is aggressive which is why I do keep him away from ppl but if he were to "attack" someone I wouldn't expect them to stand idly and allow him to bite them instead of defending themselves. They would literally have to leave his area or he would keep coming for them. To me size is irrelevant when it comes to what one fears. I don't think anyone so far has sided with the mail carrier some can just understand both sides.
