I am very very sorry for your loss of sweet Chloe may she RIP. I always give mine one vac at a time and wait a month in between to go back for the next.

I hope that vet thinks twice before she ever does that again to a small breeds. on Google plus there is a page called regret a vet and you can tell your story there if you wanted to spread awareness and let others know they may not want to visit that vet with a small breed. Just a thought. sending you many hugs.
