Leave carrier open in play area so he's used to it being there, over time move treats closer, then inside. Make it a play area, tug a war inside with toys or something. You should be able to open door, point/command and pup should go in without hesitation. Forcing brings fear, it will take awhile to break the bad reaction, but love and patience will win. Your goal should be to get your pup to trust you no matter what, even going to Vet should be OK. I used to say "Gonna Fix You" when dog was sick or getting shots, after time they understand it might not be nice but they will feel better.
