I am sorry your baby was injured but losing balance and a tilted head is serious. I recommended a neurologist I am surprised your vet did not recommend this immediately. Think about it size proportion wise. If you fell off a second floor balcony and had convulsions after landing, your head being permanently tilted now and you loose balance would you not get more than an x-ray for your self?
Please do what is right and have your Yorkie seen by a Neurologist. Prayers for your Yorkie.
