Welcome to Yorkie Talk. Sounds like it could be razor burn, but difficult to say without seeing it in person.
Be careful that she doesn't lick the aloe off of her belly. Instead of aloe, which can cause diarrhea and vomiting if ingested, I would use organic coconut oil. I buy Nutiva brand from the Vitamin Shoppe.
I accidentally gave Teddy a little razor burn on his underside once. It cleared up in a few days.
