Sounds like developing social skills....if they are young puppies (must be around 8-10 weeks old since vaccinations are just starting?), so leave them to work it out. Just watch to be certain that blood is not drawn....momma will usually be watching closely and will also intervene if necessary. One baby may have managed to hurt the other if he accidently bumped into the area where the vaccination was given....
