I would say it is a reaction to the antibiotic. My son almost lost his dog because of a reaction to antibiotic that brought on just such symptoms that eventually led to seizures.
Unless it was a deer tick there is no chance of Lyme disease. Did you take the tick to the vet to have it looked at? Always make sure you use a tick remover to pull a tick out. You are more likely to get the head that way. Leaving the head in can cause a skin infection. Tick pullers are usually available at the vet's as well as at pet stores and department store pet supply areas.
Sometimes vets have a difficult time calculating doses for small dogs. I hope your vet has a lot of experience with smaller breeds. It certainly helps when you have a situation like this. If you feel he needs another antibiotic make sure they use something else and watch closely for side effects. It's good you caught the symptoms as quickly as you did.
It will take a couple of days for all the symptoms to resolve. Please don't give him anymore of whatever they first gave him.
