I'm being told that ACA registration is good but I'm wondering if these people are puppy mills.

I can sure use some sound advice as my neighbor isn't around anymore for me to talk to.
The only reputable registry in the US is the AKC. A puppy from a reputable breeder who does health/ genetic testing will run you about $1,000 to $2,000 but that's not even the half of it you have all the puppy vet visits to add into that and all the supply's you will need. Getting a puppy from a bad breeder will cost you more in the long run because they are more likely to have genetic and other health issues. Have you checked out the ytca.org?
