Not necessarily. If they were related, the spot wouldn't likely be a "lump" or raised, but just a red crusty area that was infected w/ overgrown bacteria. It's very possibly just a sebaceous or follicular cyst.

As for allergies, they are very complicated and can be extremely frustrating to treat. Mainly, you want to figure out whether they're seasonal or year round, bc that really guides your treatment. I highly recommend seeing a Vet Derm bc in the end, they'll cost you wayyy less than repeat visits to your general vet to figure out allergies.
