Vets opinion is okay but is not authorative on a purebred status. At the most the vet can say is that they "look" in line with what a purebred puppy looks like in their opinion.
The DNA testing is also not a legal option , it is at this point in time still not definitive enough to ascertain purebred status.
Like it or not, you should not claim that they are "purebred" you can state that in your belief and opinion these puppies seem to be the result of a litter produced by two Yorkies - (again the parents were not papered with a reputable registry so hey who knows?)
