Has he been neutered? Scooter sent on my floors, tables, bedspreads hanging down, etc. until he was neutered. Since I'm gone a lot I set up on place in the house with potty pads and he goes there. I got the kind with the "scent" on them and it must have helped. Now I just buy adult people pads that they use on beds because they are a heck of a lot cheaper than the pee pads for dogs.
