Spanking a dog is not something a dog understands as consequences - it merely will teach him to be scared of you. It could also cause the dog to try and pee in places that you can't see. It could also cause the dog to become vicious.
I'm not black and white about most things, but about hitting animals - it's absolutely 100% wrong - not only morally, but it does nothing to achieve the desired goal. In fact, it usually results in the opposite.
