It would be hard to tell if he has no papers from the AKC but even then this is not an ethical or reputable breeder. I would encourage you to start looking at pet insurance that covers genetic illnesses because I can guarantee you this breeder did not do testing and surgerys can be very expensive. I do think if she broke the law you do need to report her to hopefully stop her from doing this again because it very wrong. I wish you luck with your pup and I hope he thrives and does well.
