It's hard to tell from those pictures. He looks like my Scarlett did at 6 weeks, but she is a mix. I'm appalled that anyone would be so callous to sell a 4 week old puppy. There's a word for that type of person...Hopefully the Karma bus will smack her good.
He appears to be on the bigger side, which is good. My advice is to find a vet that is open and get him in ASAP. I'm assuming Riverside refers to Riverside, CA. If so, there are multiple vet options in the area. You need to find out what you should be feeding him and how to transition him over to a wet food. Royal Canin puppy mousse is easy or them to start on when they don't have teeth, Wellness puppy canned is another good option. Both are sold at Petco.
He's at high risk for hypolgycemia and infections. Keep him warm and give him lots of rest breaks. No outside trips ( with the exception of the Vet's office ) until after he has completed his vaccinations. Read up on the signs of hypoglycemia and how to treat it. In a pup this small, dehydration, diarrhea and lethargy are considered emergencies- take him to te vet immediately if any occur ( Emergency vets are open 24 hours- expensive, but can be the differences between life and death).
