Yes, this does sound like allergies. Did her symptoms start w/ spring or were they there in winter too? If they just started, you may be able to treat for seasonal allergies. However if they're year round (ie, like allergic to dust etc), then you'd want to treat it differently.
I'd get her on fish oil like Ark Naturals Royal Coat asap.
