Yes, I believe all dogs should be chipped AND they should always read a collar with a tag.....ALWAYS!!!!!
As for the running out the door issue that in itself needs to be addressed for safety reasons. I've trained mine on 2 levels. First, they are never allowed in or out the front door on my home. Not for any reason. Do not allow your kids or husband to take him outside through the front door. Additionally, you need to work on him not bolting out the door. The way that I did this by keeping a harness and leash on at all times. Have people come to the door and when you open the door step on the leash to stop him from going on the door and make him sit THEN offer a treat. The leash will make him incapable of running out and the treat will reward his stay. Eventually, if you keep working on this he will learn to not bolt. You can do the same at the back door as well but once he sit/stays you can then release him to go in the yard. I can open the front door and never worry about any of them running out.
