Default Need help with serious coat issues.

This is my first attempt at a thread so please excuse me if I am doing the wrong thing...
I have a Yorkie, 8 mo old, female...Jetta. Jetta pulls the hair out of her hind quarters over the back and down the legs. She doesn't pull all the hair but it is all about 1/8" long where she pulls the hair. Her coat is sparce but soft and doesn't grow like the others. Someone mentioned a break-away coat? Jetta has been checked for mites and mange with skin scraping. There is also no broken skin or sores or anything like that going on. The hair basically seems to stop growing or break off before reaching her knees. It is super fine and the longer hair is very sparse. We have switched to organic anti-itch shampoo and conditioner. Basically she doesn't have enough hair, and it is very slow growing and doesn't seem to get longer than her knee. We have switched to raw diet and put her on goats milk and probiotics and are hoping this will help but wanted info from folks that know Yorkies. .
