Do you actually feel her patella moving when you reseat it? If you do, then the diagnosis was correct. It shouldn't need surgery, though, unless it starts interfering with her gait, and then you might want to have the surgery performed in order to prevent permanent joint changes and arthritis. If you're not certain about the diagnosis, you might want to get a second opinion from another vet and watch them do the manipulation of the patella for yourself. I just about passed out when my vet did that to Bella, but I'm squeamish about those kinds of things. To give vets credit, my vet has plenty of real cases to work on without faking a diagnosis. If you get a second opinion and the second vet says that the first vet was wrong and was just trying to stir up business, you might want to report the first vet to your state's veterinary association.
