! How exciting to be on the search for the perfect puppy. My best advice to you would be *not* to search out a breeder who actually breeds specifically for tinies, bc that's not an ethical or safe breeder. No good breeder will breed for the purpose of tinies. What you may want to do is to seek out a quality breeder, and then seek the smaller ones in a litter. One place to look for quality breeders in your area is ytca.org -- even those breeders on that site that aren't in your area will often use the services of a courier to fly the dog (in cabin) to you, for a reasonable fee. In other words, let's say you find a breeder you love in AZ - the breeder may have access to a courier to get your pup to you.
