Sooo fluffy and cute just like a teddy bear. I'd think cotton coat, or maybe a mix. Draco is silky, and my first yorkie. To me he felt fluffy but by comparison not nearly as fluffy as I've seen some pups. Cruz is such a cute pup, congrats!
