Default Advice on a climbing Yorkie pup

I've got a 9 week old puppy that I've had for a week now. We got her an 18in exercise pen for her to be in while we are away, primarily because she started peeing in her crate the last few days. I know she needs to go a lot and doesn't have the capacity to hold it yet so I am planning to reintroduce the crate when she's about 12 weeks so that she can hold it a bit more. With the current set up she has a soft bed, pee pad, toys and bowls.

Anyway, she has managed to climb out and it kills me because she hangs on and then jostles her little feet up to the next rung to get out. I've started teaching her down by removing her and saying the word "Down" and giving her treats when she does this herself, but once she gets down she just runs back up to the gate to do it again. We've even put her in a clear open plastic storage bin with no rungs on the side and she jumps and gets out. I'm baffled by this. Any ideas on what I can do to train her to stay in the pen or stop climbing? Either that or recommendations of a containment system that she won't figure out?
