Over vaccination will weaken the immune system and that is probably why she is having the reaction. A titter is an anti-body test that shows whether or not your pup is covered. I think it is much more expensive taking our pups to the vets for problems of over-vaccination. Google over-vaccination of pets and you will find plenty of information.
