I'm confused. Is Lisa your breeder? It doesn't seem so from the way you talk subsequently but how does a person named Lisa figure in? Is she another breeder or YorkieTalk's Lisa(lisaly)?
Is there any way this breeder could be involved in the scam? Because surely he knew this guy is scamming people. I'd find a way to question that breeder about how he knew this guy, how he knew he had puppies and get a feel for whether or not he's in the know before I reported him to anyone in the off chance somehow he didn't know but if he did, report him every way you can.
That's a shame that you are having so much trouble finding a puppy but you know it can take a long time to find a puppy from a reputable breeder that doesn't already have a long waiting list. I can feel your frustration, poor thing.
