First break the chase routine, your playing into the dogs natural instinct and its a game to the pup. Train "Leave it" or "Give" on leash and only go off leash after you are 100% comply many, many times.

Training can be easy, the trick is start early, be consistent, start with small steps. If you are patient, expect perfection on the first few commands, the rest will be easy. Dogs learn from good training on first few commands how the game is played and will sense what you want them to do on further commands training. Treat and praise, random cutting back on treats.

Never call a dog for something unpleasant, say bath time, just pick up the dog when convenient and go to bath. Calling a dog for unpleasant things can make them hesitant to come. This way in case of emergency you know dog will drop everything and immediately
