First, CALM DOWN!! I am not shouting, I use caps to show I think something is really important. The more upset you get, the worse your mom is gonna be.
Now, do what Kim said and add a little more. Do not give her biscuits for now. She needs nutritious food! So, she should be eating puppy food, canned and or dry. Add either cottage cheese or my preference, a half a calcium tablet that will give her 100 mgm elemental calcium twice a day. For now, dissolve half a tums or similar in warm water and some nurtical or honey(more easily digested that karo or sugar) and syringe her with it. Two weeks is the time that a mom can be prone to eclampsia. Excitedness is also a symptom of that-it can preceed seizures. CHECK HER TEMP! Eclampsia raises the temp and it can go to 107 in a very short period of time.
Feed your mom anything she will eat that is good for her. That means maybe a scrambled egg, cottage cheese, yogurt (if you know she can tolerate lactose) and really high quality puppy food.
The puppy is another issue. it probably did hang on and get dragged out. IF you can keep it warm and make it clamp onto mom's teat, it will probably be okay. If not, remember you have done your best and you have to take care of the mom and her babies.
Remember this-pack dogs regurgitate food to feed the puppies and your mom might have reverted to that behavior. I would not be upset that she ate the vomit...that is what her babies would do in the wild.
OMG, I am sorry this is so long but I just want to give you some pointers so you can feel better and calmer. TAKE YOUR MOM AND BABIES TO THE VET ASAP if you have real concerns.
