To get the pee out, you really need an enzymatic cleaner that will breakdown the biological component of pee...enzymes actually are live things that digest/breakdown other things. Have you tried an enzymatic cleaner yet?
Also, may want to add Odoban (from Home Depot, not Lowes) as a scent additive too.
