Yep...if it was an artery, there would be 'gushes' of blood that coordinate w/ the pumping/beating of the heart. Also, the dog would most likely die, as you mentioned.
The color doesn't throw me terribly, but the pattern doesn't make sense to me...for this to happen, one would have to be bleeding a LOT of venous blood, and be slow and deliberate in dribbling this pattern onto the surface. If/when a dog hurts a paw, they'll usually limp around (causing blobs of blood) and/or hold the paw up (causing sporadic drips, not circular/regular patterns). I dunno...never seen anything like this.
