As a Mom of a Cushings dog, no this doesn't sound like Cushings. That said, what are you giving her for Cushings and when were her last levels checked? The reason I'm asking is bc the shaking/panting could be do to over-medicating, where she actually is getting TOO much cortisol removed....at which point you actually have to give her emergency oral cortisone (which you should have at home from your vet).
