We use both pad and outdoors. My boys have 24 hour access to pads.
Limit his freedom to a smallish area with the pad within easy reach. Supervise. When he uses the pad correctly, lavish him with praise and give him a small reward like a piece of kibble. If you catch him hiking his leg elsewhere, don't get angry. You can say No!, but I would go with "Uh oh" and then bring him to the pad and remind him that it is the place to go potty. Being upset will often make a puppy want to hide to got potty.
Be sure to clean up the accident spots with an enzyme cleaner to remove the scent that may attract him to return and hit the spot again.
It is possible for a puppy to start marking -- anything is possible. It's hard to explain the difference. Usually marking would be a small dribble, but sometimes they will let their whole bladder go. For instance, someone else posted that her pup went to her bedroom and chose to pee on her husband's pillow. The dog was marking his human's spot.
