When I was buying the three most important things for me were 1. location, 2. school district and 3. Resale history.
I live in a Row house/townhouse community in North Fulton County, we went through a HORRIBLE real estate market from about 2009 - 2012. But now our house are staying back up the value of pre 2009 (if not more) and the average house on the market is sold in 3 -5 days.
We have an HOA (I am the President so I will not say bad things), there is a lot that an HOA can do to make your house sellable or sit on the market for months. Most importantly we need to keep the Common Elements in tip top shape for the curb appeal and we have to keep our FHA Approval. FHA approval helps us with new owners getting loans. That means we have to keep our Financials current, our delinquencies low and the rental of our home at a minimum.
