I would say that diva needs to be corrected. I may be wrong but there is a point where as the alpha overall (human) if my girls get into it when I hear a yelp of pain that is when I step in with a hearty stop and they do.
it sounds to me like diva is very dominate and aggressive even though bean is submissive. I would watch them carefully as you don't want bean getting hurt and that can happen if she is much bigger. maybe keep one of them harnessed and leashed so that you can more easily control the situation.
