Is your new puppy AKC registered? The breeding rights pretty much boil down to the owner wanting to breed and then registering the new litter of puppies with the AKC. Other than that how would the breeder real stop you from breeding a puppy they sold to you other than doing a spay/neuter prior to selling a puppy. For example, rescues will do this prior to adopting a rescue to ensure there is no way for that dog to reproduce. True show breeders will also not allow unaltered dogs from their breeding program either because they would want to control who is breeding and a dog with a good pedigree is very valuable. A show breeder is always looking for that perfect puppy to take into the ring so they are selective in which dogs they allow to breed. Lastly, there's no reason that even if you didn't pay this breeder an extra $100 that you couldn't use him to breed. The only thing that it would prevent you from is the ability to registering the dog's puppies with the AKC. Basically, the breeder is questionable IMO to even offer to sell you a puppy with breeding rights for an extra fee.
