It takes them a long time to get used to it sometimes. I would put it on and just leave it on longer and longer every day. But a collar should never ever be used on small dogs to hook the leash to or they can get collapsing trachea. A harness is what should be used when the leash is used but I would not leave it on all day it can cause matting, irritation and be just plan uncomfortable.
