Thanks everyone. Well he is 16 weeks now, and has learned soooo much, but still bites and nibbles on the hands. He is doing it more tenderly, but still gets excited and goes too hard. I've tried everything and what works most is giving him a chew toy, but he still prefers the hands. I also will hold him down on his side and tell him no bite and settle down. Usually he settles down and when I let go he walks away and comes back calmer, but not always.

Holding them down is not a good idea. I believe you are referring to the alpha roll which does not work and can even make dogs aggressive.
