Default From pee pads to outside...can it be done?

Our Baxter is 3.5 months old. He uses the pee pads just fine, but we want him to go outside, but it has been TOO cold here in western PA. When we got him it was below zero out and we had a lot of snow. Well, it is starting to warm up and we want to transition him from the pads to the grass. On the 2 warm days we've had since we had him, he has gone out with his harness/leash and peed both times.
Any advice would be appreciated! My plan was to just keep an eye on him and when I see him sniffing the pee pad area, I would tell him outside and get him out! Thoughts??
