What did the vet say it was from?
To me, this sounds like possibly some kind of allergy. Did you switch anything...his food, treats, anything that touches his skin?
Are things starting to bloom in your area yet? Check pollen.com to check your area for pollens.
If he is chewing or licking his paws, then I'd absolutely suspect allergies as this is a cardinal sign of it. If it's allergies, read here for what to do:
