Oatmeal shampoo shouldn't be used. A shampoo formulated for dogs is needed (people shampoo is the wrong pH and can cause flaking). The vet can get a medicated type that can help with itchies. If this problem started at the groomer I'd go over every single thing that they use on the coat and even the detergent that they wash blankets in (if dog is kenneled while there).

Laundry should be done with a gentle detergent.

Benadryl is usually given more than once a day. It doesn't work for all dogs.

This may not even be allergies (although it does sound like it).

No skin infections?

Food accounts for around 10% of allergies in dogs. It is most likely something in the environment. There are several things that can be tried (allergy testing and shots, Atopica, Temaril-P, different antihistamines, etc.).

If the vet only gave Benadryl and isn't interested in going farther or doesn't have a solid direction then it will be faster and easier to just go to a dermatologist.
