He is exhibiting fear aggression. Nothing to do with being a brat. Neutering does not eliminate aggression. He probably had issues before you got him and were not dealt with properly.
Dog park visits are a long way off. Somebody needs to calmly work with him using positive reinforcement. He is emotionally traumatized and it isn't his fault.
