There are several products on the market which encourage a dog, puppy to urinate in a specific area. One is Simple Solution Puppy Aid. You spray a small amount on the potty pad and encourage the dog to sniff it. When she performs, praise her like it is the best thing she has ever done! Continue using the spray and praising until she gets the idea. You may even start by using the spray on one of her disposable pads and then use the cloth one. In order to be successful, once you start using the cloth pads, DON'T cave and go back to the disposables.
