Chloe has been itching herself lately and that itching has caused her hair to mat REALLY BAD on her legs. Her body is fine.. It's just the legs that I am not able to brush or comb.. Or anything. It's matted up right next to the roots. When I try to comb it out all that happens is it puffs out and is super dry. She has silky hair on her body so this puffed out and tangled mess on her legs is bothering me. How do I brush all of this out? Do I need to brush her while she is in the bath with conditioner on? I feel really bad that it's probably my fault too because after her last bath she didn't let me brush her hair properly.. And now it's matted
