Yes, this. People can make their own leap/assumptions in using it as a safety product. You, however, can claim it is merely a tethering product to keep the dog in the seat of the car and attached to the seatbelt and is not meant or intended to be a lifesaving product of any sort. With the proper intended use, I don't see how you could be held liable.
