It sounds pretty much like a puppy. Puppies when they stay with there moms until 12 weeks learn about biting and socialization so he missed out on that she that would explain why he is rough with your female. A lot of puppies are hyper and some grow out of it and some don't. Training, playing chase/fetch and going for walks should help.
