My Lhasa was like that. She was just awful in puppy class, just wild as could be. The instructor said she probably wouldn't settle down until she was around a year and a half and she was right. Bitsy settled down and is the sweetest, calmest dog. Hang in there. I think they are like kids, some are just wilder than others.
